Hazmat Endorsement Training and the TSA Background Check
Adding an H endorsement combines three processes run by different parties: theory training from a registered provider, a state knowledge test, and a TSA security threat assessment.

What are the three parts of a hazmat endorsement?
Hazmat endorsement training is one part of the H endorsement process. FMCSA controls the entry-level training rule and federal curriculum. Your state licensing agency administers the hazardous-materials knowledge test and issues the endorsement. TSA conducts the security threat assessment used for new, renewed, and transferred endorsements.
Keep those three records separate when you plan. A training receipt does not show TSA eligibility, and a completed TSA enrollment does not replace the state knowledge test. Start on your state licensing agency’s H endorsement page because it tells you when to apply, test, and complete the threat-assessment steps in that state.
Who needs hazmat endorsement training under ELDT?
FMCSA applies the ELDT requirement to drivers seeking the hazardous-materials endorsement for the first time on or after the February 7, 2022 compliance date. A covered applicant must complete theory training from a provider listed in the FMCSA Training Provider Registry before taking the state H knowledge test.
Hazmat endorsement training does not include a federal behind-the-wheel segment. The curriculum is theory-only, and the regulation sets no minimum number of instruction hours. The provider must cover the required subjects and assess the trainee’s knowledge. Use the registry search to confirm that the provider lists hazardous-materials theory, rather than assuming any Class A school can report it.

The curriculum covers the federal framework, communication rules, loading and unloading, and operating emergency equipment.

Topics include vehicle inspection, emergency response, routes, parking, railroad crossings, and tunnel restrictions.

What happens in the TSA hazmat background check?
The TSA process is formally called a security threat assessment. Under 49 CFR 1572.15, it includes a fingerprint-based criminal-history records check, an intelligence-related background check, and a final determination.
For states served through TSA’s enrollment contractor, applicants can begin with online pre-enrollment and then complete an in-person visit with identity and immigration documents and fingerprints. TSA’s enrollment help center explains that state-specific requirements can remain outside this federal enrollment. Check your state’s instructions before choosing an enrollment path or paying a fee.
How should you schedule hazmat training, testing, and TSA enrollment?
Write the three steps on one calendar: hazmat endorsement training, the state H knowledge test, and the TSA threat assessment. Then use the state agency’s current instructions to place them in the required order. Leave room for the provider to submit the ELDT record and for the state to verify it before the knowledge test.
